On March 16, Premier Wen Jiabao presided over an executive meeting of the State Council to hear reports on the response to the nuclear leakage incident at Japan's Fukushima nuclear power plant.
The meeting pointed out that on March 11, a magnitude 9 earthquake occurred in northeastern Japan and the Kanto metropolitan area, triggering a tsunami, which led to a radioactive material leakage accident at the Fukushima Daiichi Nuclear Power Plant. The Japanese side is taking all possible measures to mitigate the impact of the accident. The meeting decided: (1) To immediately organize a comprehensive safety inspection of our nuclear facilities. Through thorough and detailed safety assessments, effectively identify safety hazards, take relevant measures, and ensure absolute safety. (2) To effectively strengthen the safety management of operating nuclear facilities. Units where nuclear facilities are located should improve systems, strictly follow operational procedures, and enhance operational management. Regulatory departments should strengthen supervision and inspection, guiding enterprises to timely identify and eliminate hazards. (3) To conduct a comprehensive review of nuclear power plants under construction. All under-construction nuclear power plants should be assessed for safety using the most advanced standards; those with hazards must be rectified resolutely, and those that do not meet safety standards must have construction halted immediately. (4) To strictly approve new nuclear power projects. Expedite the preparation of nuclear safety plans, adjust and improve medium- and long-term plans for nuclear power development; before approval of nuclear safety plans, suspend approval for nuclear power projects including those that are in preliminary work stages.
