According to the relevant requirements of the 'Measures for Public Participation in Environmental Impact Assessment' (Order No. __ of the Ministry of Ecology and Environment),4the 'Environmental Impact Report for the Metal Surface Treatment and Transformer Production Expansion Project of Yunnan People's Electric Power Equipment Co., Ltd.' has been completed, and we are now soliciting opinions and suggestions from the public regarding environmental impacts.
1. Basic information about the project
Project Name: Metal Surface Treatment and Transformer Production Expansion Project of Yunnan People's Electric Power Equipment Co., Ltd.
Construction Location: Kunming New City High-tech Industrial BaseB-5-3Plot No.
Construction Scale: Project investment70ten thousand yuan, within the existing production plant of the enterprise, adding a metal surface treatment workshop and a transformer casting workshop. The area of the metal surface treatment workshop is approximately130square meters, and the transformer casting workshop is approximately3100square meters. The metal surface treatment uses a tin plating process, and the transformer uses resin casting. After completion, the metal surface treatment workshop will process metals120t/annually, with a transformer output of5000units/per year.

3. Environmental impacts and pollution prevention measures
Waste Gas: This environmental assessment proposes to add corresponding gas collection hoods, and after reasonably setting up fans, to treat waste gas generated during the transformer casting process through existing environmental protection facilities after collection to meet discharge standards.
Wastewater: During project operation, water usage is only for cleaning workpieces in the tin plating section, with very little water consumption. Since the cleaning wastewater contains tin plating solution, this environmental assessment considers this part of cleaning wastewater as hazardous waste, which will be collected and temporarily stored before being regularly entrusted to qualified units for disposal.
Noise: The noise from production equipment during project operation is relatively low. Through impact analysis, it can be seen that the project construction can meet the 'Environmental Noise Emission Standards for Industrial Enterprises at Factory Boundaries' (GB12348-2008) in terms of class standards.3.
Solid Waste: This expansion project will utilize existing general solid waste temporary storage rooms and hazardous waste temporary storage rooms. In the hazardous waste temporary storage room, new collection barrels for tin plating waste liquid will be added, with a volume of4, used to collect and temporarily store tin plating waste liquid. A collection temporary storage pool for cleaning wastewater will be set up with a volume of50L/, and corresponding anti-leakage measures will be taken. According to investigations, the existing general solid waste temporary storage room and hazardous waste temporary storage room can meet usage requirements.5m3.
4. Conclusion of Environmental Impact Assessment
The Metal Surface Treatment and Transformer Production Expansion Project of Yunnan People's Electric Power Equipment Co., Ltd. complies with national industrial policy requirements; the project is located in Kunming New City High-tech Industrial BaseB-5-3, which meets planning requirements and has a reasonable layout; the technology used in the project is advanced, and the environmental protection measures proposed in the environmental assessment and feasibility study are feasible, with pollutant emissions meeting standards, having minimal impact on the environment without changing existing environmental functions; there are no major risk sources in the project, and the risk prevention measures proposed in the environmental assessment are reliable and effective. Under careful implementation of environmental risk prevention and emergency measures, the project's environmental risk is at an acceptable level.
