Shanxi coal-fired power generation enterprises have suffered huge losses for three consecutive years, sitting on a pile of coal but having no money to buy coal. In response, the Shanxi Electric Power Regulatory Office (formerly the Taiyuan Electric Power Regulatory Office, renamed in August 2010) has submitted detailed reports to the National Energy Administration and the Shanxi Provincial Party Committee and government multiple times since 2008, attracting high attention from all parties. Recently, to expedite the resolution of the issue, the Shanxi Electric Power Regulatory Office teamed up with our website to conduct in-depth research on multiple power generation enterprises on-site.

This is a situation we completely did not anticipate. What we expected was to meet just one of them, or his deputy.
Their power plants belong to different investment entities, with varying construction years and installed capacities, but they are all in Shanxi, in southeastern Jin, suffering from the same pain.
Without exception, their faces are filled with worry, and they express their demands urgently, as if hoping to pour all their situations into our minds within a limited time.
"Help us call for help properly." In just half a day, they expressed their simplest wish repeatedly.
As enterprises, their demand for 'zero profit' is incredibly unbelievable yet so real and unattainable. Three consecutive years of huge losses have made it difficult for them to continue; their current hope is merely to achieve a balance between income and expenditure so that the enterprise can survive and fulfill the social responsibilities that bind it tightly.
Shanxi is a major coal-producing province in our country, with coal production long ranking first among all provinces (regions, municipalities). Even though Inner Mongolia has surpassed it in rapid capacity growth since 2009, its status as a major coal province has not changed. According to official data, Shanxi's coal production reached 740 million tons in 2010.
It can be said that Shanxi's coal-fired power plants sit on a pile of coal, enjoying the advantage of being close to the source. However, recently they have repeatedly faced coal shortages leading to widespread power outages.
In this regard, multiple power generation enterprises contacted by reporters have a simple and clear explanation: "It's not that we can't buy coal; it's that we have no money to buy coal." A statement so simple yet profound hints at deeper contradictions.
This has already attracted high attention from the Shanxi Provincial Party Committee and government. On March 4th, the newly appointed Vice Governor of Shanxi Province Ren Runhou specifically convened discussions with the Shanxi Electric Power Regulatory Office and eight power enterprises and four coal enterprises to seek solutions for the operational difficulties faced by thermal power companies.
