The harmonious melody sounded the wonderful moments of the 2011 Two Sessions, marking a perfect conclusion to the successful convening of the 2011 Two Sessions. National representatives and committee members offered suggestions and worked together to promote the implementation of the 12th Five-Year Plan. In the first year of the 12th Five-Year Plan, under the establishment of correct guidelines at the Two Sessions, emerging industries became key development targets and new economic pillars.
Cultivating and developing strategic emerging industries
Premier Wen Jiabao's government work report clearly pointed out the need to cultivate and develop strategic emerging industries. Among the seven major industries planned for strategic emerging industries are energy-saving and environmental protection industries and new energy industries. Currently, China Petroleum is striving to build a comprehensive international energy company, and the proposal of strategic emerging industry planning also provides a rare development opportunity for China Petroleum.
The draft outline of the 12th Five-Year Plan proposes to cultivate and develop strategic emerging industries, which is not only an inevitable choice to accelerate the transformation of economic development methods and promote the optimization and upgrading of industrial structures but also an urgent need to respond to challenges in the post-international financial crisis period and seize new heights in international competition.
During the 11th Five-Year Plan period, China's comprehensive national strength significantly increased, technological levels continuously improved, high-tech industrialization rapidly developed, and a number of fast-growing enterprises emerged, all of which laid a good foundation for accelerating the development of strategic emerging industries. In the 12th Five-Year Plan period, we can fully cultivate and develop strategic emerging industries into leading and pillar industries based on continuing to grow strong high-tech industries, constructing a modern industrial system from a high starting point.
Four major emerging industry plans will be released within the year.
The four strategic emerging industry plans led by the Ministry of Industry and Information Technology (MIIT) for new energy vehicles, high-end equipment manufacturing, new materials, and next-generation information technology will accelerate formulation after the approval of the 12th Five-Year Plan at the Two Sessions and will be released within the year.
In addition to the development plan for energy-saving and environmental protection industries, the development plans for biotechnology during the 12th Five-Year Plan and emerging energy industries are led by the National Development and Reform Commission (NDRC) and the Energy Administration. The development plans for high-end equipment manufacturing, new materials, new energy vehicles, and next-generation information technology are all led by MIIT. Among them, the high-end equipment manufacturing development plan is mainly compiled by MIIT's Equipment Industry Department, covering several major fields including aviation equipment industry, satellite industry, rail transit equipment manufacturing industry, marine engineering equipment manufacturing, and intelligent equipment manufacturing. The development plan for new materials has formed a basic framework.
